The
EPA 1995 Universal Waste rule is designed to reduce the amount of hazardous
waste in the municipal solid waste stream. Spent fluorescent, HID or CFL lamps
are regulated under 40 CFR Part 273, a regulation which is designed to provide
communities better management of lamps, as well as ballasts and capacitors,
and facilitates compliance with RCRA hazardous waste disposal requirements.
